There are divisions among members of the United Nations Security Council, about how to end the decade-long peacekeeping mission in Mali.
A vote scheduled for Thursday has been postponed.
Under a resolution proposed by France, all personnel would withdraw within six months.
Mali’s foreign minister this month demanded that peacekeepers leave, accusing them of fueling tensions.
